I use this when I teach kayaking during the summer on the yampa and it is great for retrieving boats when people swim. However, you probably do not want to attach yourself to a boat full of water on anything above class III
The Retraxt 4' from Stohlquist is for rescue retrieval. It utilizes 4 feet of tangle free, shock loaded, tubular webbing to absorb impact from towing. The shock cord draws the webbing up close to paddlers side to eliminate excess line.
